Emmanuel Davalillo Hidalgo is a Ph.D. researcher and a teaching assistant at the Environmental Governance and Territorial Development Hub (GEDT) of the Institute of Environmental Sciences (ISE) at the University of Geneva, affiliated with the UNESCO Chair on Hydropolitics. Emmanuel is also a Program Officer for Climate, Environment, and Conflict at the United States Institute of Peace (USIP), where he advances climate resilience efforts in Africa and the Indo-Pacific. Prior to these roles, Emmanuel was an associate for conflict and stabilization at the Dexis Consulting Group, where he supported USAID’s Office of Transition Initiatives projects in the Horn of Africa and the Lake Chad Basin. Past affiliations include the Stimson Center, the National Democratic Institute, and the Organization of American States. He holds a bachelor’s in political science from the Universidad del Zulia (Venezuela), a master’s in peace and conflict resolution from American University’s School of International Service (USA), and a master’s in population and development studies from the Sorbonne (France). Emmanuel is fluent in his native Spanish, English, and French. |

Emmanuel’s doctoral research focuses on transboundary hydropolitics and complex water dynamics in West Africa. His dissertation centers on a case study of the Volta Basin Authority, a river-basin organization established in 2009 to promote cooperation and integration in governing the region’s water resources. Emmanuel works under the supervision of Prof. Christian Bréthaut. |
