Horizon Europe

Last Calls 2022 (incl. for Missions), First Perspectives 2023.

Many calls for projects “2022” are still open in the EU Framework Programme for Research and Innovation “Horizon Europe”, with national transitional measures set-up by the SERI/SNSF in order to guarantee the funding of all Swiss participants in the context of the Swiss non-association (CH = non-associated high-income third country).
For the collaborative projects, opportunities still exist in many thematic clusters, and for Marie Sklodowska-Curie Actions/networks and public-private Joint Undertakings. The relevant documents (Work Programmes, etc.) have been updated and are now available on the EU Funding Portal, in particular: General Introduction, General Annexes, Research Infrastructure, Cluster 3 - Civil Security for Society, Clusters 4 – Digital-Industry-Space, Cluster 5 – Climate-Energy-Mobility, Cluster 6 – Food-Bioeconomy-Resources-Agriculture.
Furthermore, the new Work Programme for the 2022-calls addressing the Missions has been published. Missions are collaborative actions aiming at tangible and urgent (-2030) solutions in EU priority domains such as Adaption to climate change, Cancer, Restore Oceans and Waters, Climate-Neutral and Smart Cities, Healthy Soils.
For individual grants/fellowships, Swiss entities remain eligible for ERC Synergy Grants (deadline 8.11.2022) and MSCA Global Fellowships 2022 – outgoing phase (14.9.2022). National calls (SNSF) shall replace the ERC Advanced Grants 2022 and MSCA European Fellowships 2022 calls where the Swiss entities are excluded for the moment being. More information will become available in summer.
For the future calls for projects “2023”, the drafting process of the Work Programmes is underway, to be adopted by the end of the year. Most calls shall open in late 2022 / early 2023. SERI recently informed that the Federal Council foresees the continuation of the transitional measures in 2023 if Switzerland would not be associated to Horizon Europe by then, including SNSF replacement calls for the ERC Starting/Consolidator/Advanced Grants and, we guess, also for MSCA Postdoctoral Fellowships. The main objective remains, however, the full association of Switzerland to Horizon Europe as soon as possible.

Reconduction of SNSF Advanced Grants and SNSF SwissPostdoctoral Fellowships in 2022

On behalf of the Swiss government, the SNSF will continue its transitional measures “SNSF Advanced Grants” and “SNSF Swiss Postdoctoral Fellowships” in 2022.
At present, Switzerland is considered a third country that is not associated to the Horizon Europe programme. The Swiss government has therefore mandated the SNSF to continue its transitional measures “SNSF Advanced Grants” and “SNSF Swiss Postdoctoral Fellowships” in 2022.The SNSF Advanced Grants 2022 call will open on 1 August, and researchers will have until 1 November 2022 to submit their proposals. These grants are intended for researchers who wanted to apply for an ERC Advanced Grant this year in order to conduct innovative and high-risk research in Switzerland. For those who intended to apply for an individual fellowship under the Marie Sklodowska-Curie Actions (MSCA PF) scheme this year, the SNSF Swiss Postdoctoral Fellowships 2022 call will open on 1 September, and proposals will need to be submitted by 1 December 2022. This transitional measure is intended for young researchers who wish to consolidate their scientific training and pursue their academic career in Switzerland.As of 1 August and 1 September, respectively, the two calls will open on our website, and all important information will be available there.

SPACE

Transitional measures for Swiss participation in space research and technology: creation of a European Space Deep-Tech Innovation Center in Villigen (AG)
Due to Switzerland's non-association to Horizon Europe, its participation in space research and technology is severely limited, apart from the earth observation program (COPERNICUS) and the space mission (GAIA).
To remedy this, on May 17, 2022, a cooperation agreement between Switzerland and the European Space Agency was signed for the creation of a joint competence center at the Paul Scherrer Institute.
This Centre, named ESDI for European Space Deep-Tech Innovation aims at closing the gap between academic research and economic developments in space. It is intended to structure the ESDI around thematic platforms involving partners inside and outside Switzerland. The centre’s activity will focus on identifying challenges resulting from ESA’s own needs or from the space community at large. Material research, data management and processing, quantum technologies, as well as sustainable space ecosystem (until now not accessible for Switzerland) are planned to be among the first thematic platforms to be established to address these challenges. The ESDI will play a coordinating role and facilitate projects by leveraging existing infrastructures with a network of partners in universities and industry across Europe and Switzerland.

INTERREG

Interreg is one of the most important instruments of the European Union (EU) to support cross-border, transnational and interregional cooperation, including in the field of research and innovation. The first calls for certain programs of the new phase 2021-2027 (Interreg VI) have already been opened. In the field of cross-border cooperation, the new France-Switzerland program which has just been adopted by the European Commission, was officially launched on 9 June. The Interreg France-Switzerland program is endowed with 69.7 million EUR from the European Regional Development Fund (ERDF) and with 50 million CHF from Swiss contributions. The projects supported must be carried out in the territory of cooperation and respond to one of the five program priorities,
Priority 1 – Carbon neutrality, ecological and energy transition. EUR 17.2m and CHF 12.2m
Priority 2 – Research, innovation, and new technologies – EUR 17.2m and CHF 12.7m
Priority 3 – Sustainable mobility and multimodality – EUR 16.2m and CHF 11.7m
Priority 4 – Sustainable tourism and culture – EUR 14.3m and CHF 10m
Priority 5 – Reduction of obstacles at the Franco-Swiss border – 4.8m EUR and 3.4m CHF

For the area of research & innovation under priority 2, one of the specific objectives consists in developing and improving research and innovation capacities as well as the use of cutting-edge technologies, mainly in the areas of excellence of the territory, such as micro-technology, ICT and cyber-security, health, energy, sport-mountain-tourism etc.
The call for projects opened on June 10 for the submission of a pre-project file (until 16 September). Five thematic webinars have been organized from 13 June and can be consulted online.
Swiss entities participate in the program with full rights and can benefit from co-financing by federal, cantonal and regional authorities.

For many of us, submitting scientific findings to peer-reviewed journals or reviewing articles is part of our everyday professional life. The organization of the peer review process and the selection of submitted manuscripts represent the central services that publishers and journals must provide for the communication of scientific findings. However, this process is handled very differently. We have received reports ranging from exemplary review processes to suspicions of the prioritization of commercial interests.
However, compliance with quality assurance processes by publishers and journals is an important criterion for acquisition decisions and funding for Open Access. At the same time, journals that do not adhere to quality assurance processes and give greater priority to commercial interests should be identified and their financial support critically scrutinized.
To support these decisions empirically, we – the university libraries of the TU9 German Universities of Technology and the cooperation partners of Swiss higher education institutions – are in need of data with regards to your perception of the quality assurance process in scholarly publishing. For this reason, we would like to invite you to participate in an online web-survey.

A new matchmaking platform for MSCA proposals was launched by the international network of MSCA National Contact Points in May 2022. This virtual platform aims to facilitate linking between researchers and all types of institutions and companies. This is an opportunity to generate new contacts and collaborations in the upcoming MSCA calls for 2022.

SNSF - BRIDGE

BRIDGE Proof of Concept is aimed at young researchers who wish to develop an application or service based on their research results. These projects may target innovations of all kinds from all research areas. 23rd call until 5 September 2022.

IHI

The Innovative Health Initiative (IHI) is a public-private partnership (PPP) between the European Union and the European life science industries.
IHI expects to launch the first calls for proposals in the first half of 2022.

HE - ERC SYNERGY

The ERC Synergy Grants have been developed in order to bring together complementary skills, knowledge and resources from 2-4 excellent researchers with the goal of jointly addressing frontier research problems from any field. Researchers based in Switzerland can participate and will be funded by the European Commission. However, only one Principal Investigator per project can be hosted or engaged by an institution outside of the EU Member States or Associated Countries.

HE-Space – Cluster 4

6 new space topics will open in October 2022 with deadline in February 2023 (see link). At some point (hopefully soon) they will also be accessible on the Funding & Tender portal. 5 topics relate to navigation and/or earth observation (Galileo/Copernicus). The sixth relates to GOVSATCOM: this is not easily accessible to Swiss entities, as there is currently no GOVSATCOM agreement in place between Switzerland and EU. Only chance would be if "there are no other technological alternative in an EU Member State".
