Permanent Representative of Brazil to the United Nations Office in Geneva
BIOSKETCH
Ambassador Tovar da Silva Nunes has served as Brazil's Permanent Representative to the United Nations Office at Geneva and other International Organizations since 2021. Arriving in Geneva during the height of the COVID-19 pandemic, he led Brazil's multilateral efforts to promote equitable access to vaccines, diagnostics, and treatments in several key fora. He was elected Vice-Chair of the Bureau of the Intergovernmental Negotiating Body (INB) for the pandemic agreement at the start of the process, representing the Americas. His tenure was extended in May 2024, when the INB's mandate was expanded until May 2025 and the region appointed him as a representative in the Intergovernmental Working Group (IGWG) on the WHO Pandemic Agreement.
Received a degree in Law from the University of São Paulo and a Master's in International Political Economics – London School of Economics and Political Science, UK. Attended l' ENA in Paris as a guest student. Has headed the Brazilian Embassy in Delhi and in Moscow.
